Head Start and Early Head Start provide educational activities, medical and dental referral services, nutritious meals, and holistic support for the entire family. Priority is given to families whose income falls within federal poverty guidelines or for children with disabilities. Head Start also offers a prenatal program for expectant mothers.

Children with Special Health Care Needs (CSHCN) assists children in Utah with developmental delays. The department oversees children's hearing and speech services; neonatal follow-up program, specialty community clinics which provides orthopedic and craniofacial services, and more. Occupational and physical therapy services are available as well.
The mission of CSHCN is to improve the health and quality of life for children with special health care needs and their families through early screening and detection, data integration, care coordination, education, intervention, and life transitions.
